What is the MPF rate for FY 2026?
CBP states that formal-entry MPF is 0.3464% of entered merchandise value, with a $33.58 minimum and $651.50 maximum for FY 2026. A $4.03 manual formal-entry surcharge may apply.
How is HMF calculated?
For covered commercial vessel cargo, HMF is calculated at 0.125% of the applicable value. Confirm that the port, cargo, movement, and any exemption fit the current rule.
Does HMF apply to air or mailed shipments?
CBP states that HMF is not collected on cargo imported or transported by air or mail. This tool also leaves HMF at zero for the non-vessel selection.
Do formal and informal entries use the same MPF formula?
No. Formal MPF is ad valorem with a minimum and maximum. CBP publishes fixed FY 2026 fees for the listed informal processing methods and a separate express-consignment waybill fee.
Can a trade agreement remove MPF?
Some preference programs, including USMCA, can provide MPF exemptions when all qualification and claim requirements are met. Select the possible-exemption option only as a planning scenario and verify the actual claim.
Are MPF and HMF customs duty?
No. They are customs user fees. Keep ordinary duty, additional duties, tax, brokerage, freight, and carrier fees as separate lines.
What value does the calculator use?
It uses the entered merchandise value supplied by the user. CBP states that formal MPF is based on imported merchandise value excluding duty, freight, and insurance. Customs valuation must be established separately.
Can I use this calculator after September 30, 2026?
Not without updating the fee schedule. Select the unsupported-period option and retrieve the current CBP inflation-adjusted fee notice before calculating.
