For a $10,000 automated formal entry with no supported MPF exemption and covered commercial vessel cargo, raw MPF is $34.64 and HMF is $12.50, for $47.14 in these two user fees. Customs duty, additional tariffs, tax, brokerage, freight, and other carrier charges remain separate.

How is HMF calculated?

For covered commercial vessel cargo, HMF is calculated at 0.125% of the applicable value. Confirm that the port, cargo, movement, and any exemption fit the current rule.

Does HMF apply to air or mailed shipments?

CBP states that HMF is not collected on cargo imported or transported by air or mail. This tool also leaves HMF at zero for the non-vessel selection.

Do formal and informal entries use the same MPF formula?

No. Formal MPF is ad valorem with a minimum and maximum. CBP publishes fixed FY 2026 fees for the listed informal processing methods and a separate express-consignment waybill fee.

Can a trade agreement remove MPF?

Some preference programs, including USMCA, can provide MPF exemptions when all qualification and claim requirements are met. Select the possible-exemption option only as a planning scenario and verify the actual claim.

Are MPF and HMF customs duty?
